I was just on my way out yesterday when a co-worker asked for help because his vendors were having trouble accessing something remotely:

Me: Can they wait till tomorrow or do they need it right this moment?
Co-worker: silly girl … of course they need it right away … in fact they wanted it an hour ago
they called me 5 minutes before they were starting a test

Don't some people get e-mails on their phones? Of course then you can configure an automatic notification for your clients that every time they sent a request between 8 and 9am they kill one of your workers. Could even include one of those social awareness videos about the dangers of texting and driving to emphasize the point ;)

We do not have access in underground areas of subway :(
we are not allowed to check email while driving :(
so client CAN send an email, we just CANNOT react :)
but i LOVE your idea in general ;)
